For departments that have meetings/briefings at the beginning of each shift—part of their standard business should be “okay, so-and-so is the commander if there is a school shooting during this shift. So-and-so is second in command.” Then they should write it down and there should be known consequences if they fail to neutralize the shooter in a timely manner. They should also name 10 officers to be the primary breachers. I think putting a specific name to who is in charge at the beginning of their shift, and the consequences if they fail would help with the “who me? I wasn’t in charge. I was standing around because everyone else was standing around” attitude.

23. Hopefully someone gets this message to the families of those slain: The law enforcement involved that day only has their power because of consent from the people living there. Obviously they no longer have your consent so don't plea, don't ask but demand. If your are demands aren't met within a timely manner then organize yourselves and make those demands met by your own hands. Stand up for yourselves folks no one's going to do it for you.
