The misunderstanding of what he said is pretty impeccable. For American English listeners or outsiders he is saying these horrible things because people are not taking this virus seriously here. People here are going on holidays, visiting mums on mother's day and tourism to other places.
For an outsider it may seem harsh but he is saying the truth. People will die and all we an do is self isolate to prevent the spread until a vaccine if can be produced, he is giving us the freedom for now to deal with it ourselves until further measures get put in.
