To be fair to them, in early March, there were still reports that this was not as big of a deal as some of the media was saying and that it was more of a flu. Also that the flu was killing more people. They probably chose to believe those reports like so many other Americans who weren't quarantining. Not every state was quarantining citizens either. Just giving them the benefit of the doubt.

While everyone was preparing for the pandemic these idiots decided to go on a cruise, they deserve what they get, since there was ships being quarantined a few months ago.
Suggest to use cruise ships as isolation for infected patients with light symptoms. Dock away but not far from land.
