His comment of “we will draw up some papers on this” basically means that he will sign or attempt an executive order trying to give himself absolute control and power. When he said that governors will comply and agree, It’s because he knows that they cannot access the necessary supplies without kissing the ring and complying with his orders. And unfortunately governors will do this, because they have a conscience and don’t want to see their citizens die.
