Dear NBC News , Stacey Plaskett isn't a representative, she is a delegate.If she were a Representative she could actually could have voted on impeachment and would imply that she could have actually voted for her president for that . But because the Virgin island is not a state, but a USA Terrtory, she is given the title of delegate meaning she can't vote for her people in the house, nor can she or her people vote for their president.
