22. Are these Presidential Pardons justified when there are an estimated 20,000 (1% and very possibly as high as 12% 240,000 of USA prison population) wrongly incarcerated? As of 2016, 2.3 million people were incarcerated in the United States. Those numbers have clearly risen in the past 4 years.
