21. This trend of the government getting millions and billions of dollars with these settlements that does not end up with the 'victims' is nothing more than criminal theft. The way this used to work is the company was ordered to stop doing the illegal practice (which was clearly defined in law) paid a fine (which was clearly defined by law) and if they did not they were closed. How is the government raking in billions with these fines any better? They effectively grant monopolies to these giant corporations and then siphon off some of the profit.
