31. This is part of a broader plan to get the Palestinians to the negotiating table by a policy that the longer they don't come to the table, the more Israel takes off the table. The Israelis are showing that any step towards negotiation halts that process. The goal for Israel is not to annex land, but to get the Palestinians to the negotiating table with no preconditions. They need to break the status quo in which the Palestinians block negotiations with impossible preconditions but sell internationally the narrative that it is Big Bad Israel that is preventing peace by not agreeing to those preconditions just to negotiate. The Israelis are simply horrible at PR to get this message out.

    The biggest problem for the Trump-hired team that came up with this plan is that it is a long process that runs counter to Trump's instant take-it-or-leave-it deal strategy. Trump's own announcement about the plan last time as if it was an instant deal for Israel to annex all the land in the chart that he showed practically ruined it.
