It's completely harmless if the choke is released early, but it can kill if the choke is held tight for 30 seconds or more. … With enough force, this can damage the trachea enough to cause it to swell up, closing the airway, and potentially causing death

When police approached the car to initially speak to him he swallowed the Fentanyl so he wouldn't get caught with it but doing so put him respiratory distress and when he said he could not breath the police should of called medics asap and administered narcan.. So to say the police was not responsible for his death is a understatement. If they would of acted as soon as he collapsed he would be alive today. So yea they are responsible.
