Its about appreciation, awareness, and anticipation about the needs, it is not too costly to be coordinated with one another's excess, instead of throwing them away. The department of agriculture is fully aware of their responsibilities as well as the criterion's that are deemed "fresh" as well as "perishable" every phase has criterion's that needs to be followed, too costly to pack, why not make an invite to consumers to bring their own container with the help of food association who does the distribution of the excess instead of throwing away. Its not end of the world, its about awareness, it is disclosed in every food packaging, the manner they are placed to make it known to consumers.
