27. I would say the problems is mismanagement.Another thing is too much freedom that citizens are not following the rules and regulations. You can open business with strict precautionary measures like wearing mask and social distancing. Another thing is the high technology via phone to monitor people who are positive and negative. See mostly asean countries flattening the curbs without hurting much the economy. The main key here is good management and descipline among people. One of the best example here are Taiwan, Vietnam and even more places in China. Thats my opinion.
