7. Croatian here. We will remain open, you don't need to worry about that. No more closures, because our economy can't handle it. If there is going to be a travel ban, it is not for leaving Croatia so most likely you won't get stuck here in the middle of the tourist season. And this goes for whole August, and first part of September. Later you depend on airliners, because the tourist season is coming to an end. However, if there are connections, and if the weather is nice, it is beautiful here in late September and some years even in October, and with much less people. You can monitor https://www.koronavirus.hr/en if you are worried about the virus. Face masks are mandatory in public transport, shops, closed spaces… social distancing as well… And the government is still against punishing people so someone will just warn you to do or don't do something and that's it. The only people who were fined were those coming out of quarantine (but everyone now agrees, even that was too strict) and those who didn't listen to warnings, instead they would attack the police, etc. We have the same disagreements that you have in the US, about the effectiveness of surgical masks etc. However, there was something about tourists who get COVID positive here in Croatia… you should ask through official channels what are your options if that happens. But it is for sure you will not be left out on the street to die, you will get medical help. This is Croatia. Emergency service is free for everyone in need, as far as I know.
   Also, if you check the link I gave you, you'll see that we are breaking down the second wave. Even during the first wave we didn't have complete lockdown. People would go out on the street as much as they wanted, whenever they wanted, but police would ask them to leave if there is a vast number of people in the same small park or something like that. So life was actually good during that period. And second wave came after we opened for travel, and also most people were infected in nightclubs, or wedding party or similar large gatherings. Avoid!
   Oh, and one thing that can happen is if you are in some small place or island in Croatia, and the virus starts spreading locally in such way that it becomes difficult to trace it, they just put the whole place in 2 weeks quarantine. But it this happened two or three times in total, so it is not likely.
   Also, don't just visit Dubrovnik. There are so many other beautiful places along the coast, and on the islands… make your research and enjoy. I hope you don't run into any sort of bad things, as it happens sometimes… but just go to another location and keep enjoying your stay.
   If I can make a few recommendations: google out Rab, Mali LoÅ¡inj, Cres, Å ibenik, Korčula, Hvar, Makarska, Split… Or maybe some smaller place nearby. And never jump into the sea where you can't see the bottom and don't know how deep it is. A few days ago 15 year old kid broke his spine, and he is not the first one to do something that stupid. Popular (but very shallow) beach Bačvice in Split. And usually you can't see the bottom because of sand and muddy water. If you really must do it, jump on your feet and break your leg. Better than your neck.

10. Croatia survives on tourism. Residents make their yearly income there in the span of 4 months and live on it for the whole year. If they don’t open, their economy will undoubtedly collapse. (Fun fact: Dubrovnik is where they film parts of Game of Thrones)
