  5. The police was flying a NOTAR helicopter that doesn’t have a regular tail rotor; it uses a fan with a thrust louver door on the tail. The police NOTAR was spinning violently, so it appears that the cable on opening or closing the tail louver door must have become inoperable. It looks like on the beach helicopter it was a main rotor power loss, since the helicopter wasn’t spinning. It appears that the pilot didn’t have time to do a proper auto-rotation on loss of power, since the helicopter didn’t flare at the end, but landed nose down hard into the water. Both accidents appear to be mechanical failures.
