5. The Naval Command Top Brass knew of the danger of Covid more than a full month before the BIG PARTY in Viet Nam. They let the Sailors go ashore and mingle anyway. The Captain may not have known of the dangers but this Viet Nam visit was a big deal for the Admirals. They are responsible for the unnecessary and completely avoidable death of this young Sailor. They should have never allowed the sailors to leave the ship in Viet Nam.
