29. I remember the floor in 94. Was a boy scout and we went to of near river to fill sandbags, they had football fields of sand 30-40ft high, would take a skid steer and bucket each group of 10 or so about 10 pickup loads of sand and we'd bag away. Wasn't bad till heat of the day which only really sucked cause the humidity. Some mom's participated but don't recall the girl scouts there and non of my friends sisters where there either.

32. From my perspective, it seems the legislators may be at fault here in not legislating a mechanism to ensure the safety of the residents below the dam. Just identifying safety infractions and fining is insufficient. If the owners can't or won't fix the safety infringement, the government should step up to the plate and make the necessary repairs appropriately and in a timely manner. If the dam generates electricity, the cost of the repairs should be covered by the sales of kilowatts. All this could be accomplished by good legislation. Perhaps a mechanism needs to be put in place by referendum or proposition that holds legislators liable for negligent laws or lack thereof.
