ARM is one of the reasons GPU is suffering. They are responsible for stepping out of GPU clock muscle and stepping into software override and duplexing. Because of these guys we are looking in the wrong direction. It's a long rant but as we have moved into ARM protocol we have underdeveloped the math co-op and limited our comprehensive understanding of hardware and software overlap. In some instances they are responsible for prettier overall computation, but primarily they have forced us to give up polly numerical involvement. It's sad when you think about where we could be visually, and the physical nature of the machine.

we need a low overhead graphics library on Android. Currently stuck with OpenGL ES on Android while iOS has METAL graphics. It's clear that moving from standard graphics libraries to Graphics libraries that can connect directly with the GPU is the way of the future (software side). It's been proven to be more effective than standard GL's yet we don't have any for Android yet. We have these incredibly powerful cores and architectures like the Cortex A57 and A53 used on most Octa core chips, but no software really putting it to good use. A company by the name of Khronos is making a low overhead GL named Vulkan, but its still not released or available on Android, and may not be for another year or two.
How ever when Vulkan is available, maybe on Android N or O with the Snapdragon 820 and its 14nm chipset.. damn that's going to be real power.
