If they're telling the truth and the mom was with him just in the store and he was simply in the handicap spot waiting for her, they absolutely did nothing illegal. you are a 100% allowed to have someone else drive your vehicle and take you places and use the handicap sparking spot because you can't just have them stay in front of the store that's not legal. they have to park the car and if your handicapped you can't walk a far distance hence the reason you have the placard to begin with. so your car is allowed to be in a handicap spot while you are in the store even if someone else is driving it. The only thing you're not allowed to do is borrow someone's car or placard when you're not handicapped and they're not with you. That's fraud. But this was not fraud.
