No. Basically what you do is extort money from low economic, socially disadvantaged people. That's what you do under the guise of collecting revenue for the city of Philadelphia. People are ok (deeply indoctrinated, people) with that, cuz you're just doing your job. Brownshirts were doing their jobs when they lead all those souls to slaughter. Just following orders. This is how racketeering is made to present itself as legal. Listen to what Sherry is saying. I'm watching his back, cuz it could be trouble. She already knows what time it is. Why do you think she is matched up with this dude? She's the face of the neighborhood and it's less likely these 2 would be attacked (rightfully so people enraged their car/livelihood is being taken) with Sherry as his protector of sorts. If what they were doing was legitimately ok, then there be no need to watch anyone's back.
