Always wonder what is causing the child's behavior. Like bullies, why do they bully. Home life or school problems.
There is an idea in America that INCARCERATION is the solution to many of America's social problems, especially those related to alcohol and drug addition. Unfortunately, incarceration does NOT solve problems, especially in a case such as this.

In reverse engineering modern society, first & foremost is to render a populous (most predictable). A (most predictable) population obviously competes amongst one another for general predictability, sobriety, sacrifice, productivity, obedience, virtue, integrity, chastity, servitude, consumption, etc

Uh…Family counseling? After school programs? Investigating child endangerment from being left alone too much? Maybe mom isn't so innocent, going out to bars all night with the boyfriend? Sports, diet, or other health education? YMCA? Scaring a kid who is bored just makes them more sneaky. Kids don't act out from a vacuum. He's reacting to something. The child's weight is a strong indication the cop needs to investigate more.
