11. Not clear that the weekly visits are criminal in nature. He needs medical/behavioral help. That's civil which the officer needs to report in order to get the man help. After all the calls and visit, if he hurts her, the police could be blamed because they should have known. Actually, they do know. Weekly visits are never going to make a difference. He's sick, and she may end up dead.
