Before we all jump all over this guy, let it be known, that there are many lottery dealers who have been charged for exactly this kind of offense. They sit there and determine winning tickets, cash them in, then resell the tickets to customers. Not saying that's the case here, but it has happened- and quite a few times.

The person working scanned it, told him it wasn't a winner and he for some reason believed them, then the worker kept the cash.
I worked at a gas station for a couple years, if a ticket is already paid out you’re not supposed to give it back to them at all

he probably found "unplayed" tickets in the trash. some people only scratch and scan the barcode and dont actually play the game. the winning ticket gets paid out and then tossed in the trash looking like a new ticket. he thought he hit a jackpot! lol
