How is putting him in jail going to allow him to clean up? It's a bit like the old debtors jail, isn't it? "We'll put you in jail where you can't earn income, until you pay off your debts."
U could last a year without needing to get anything, but first you would have to be able to find it.

I just wonder if he gets a release when he gets something new or when he sees a large collection of goods or both? Would an obvious fix be collecting a whole bunch of files on a phone or computer and looking at it, or does it have to be tangible?
