Romero knew all along but loved norma way to much to actually take him down if he had taken him down norma would be alive but she would have hated him for it really sad he pretty much had to let her be killed for her to love him.
Norman is Hot! Hot! Hot!

This sheriff is HOT HOT HOT
It definitely seems like he knows Norman did it. But the question is why is he covering for him?
Please have more sheriff Romero. He is probably the most interesting character on the show other than norma and maybe Norman
Romero knows, he just doesn't want to say anything. He's definitely a foreshadowing character.
