I'd see if you could have a drainage ditch dug and have some drain tile laid in and have it exit into the ditch. Should help control standing water
Good luck man! A 4 rotor on the street is difficult, well here in Nz it is. Might be nicer on the open roads of Florida tho.

AES in Wollongong (nsw Australia) do mufflers that are very good for making rotors quieter

Under the car. Cover in from bottom tank on radiator to front cross member .. keep the low pressure between the radiator and engine .. uncovered you have hi pressure getting in there and air can not pass through the radiator properly
99 spec wing? mate if its a series 6 keep it as a series 6. series 8s are everywhere now

Search on Google for "Top 10 Common Law Drainage Problems Between Rural Neighbours", and look at the pictures. Enough a little half meter deep canal on the side of the road, and channel them to a lakes! Everywhere where we had this problems even in towns, cities using the same tactic in Hungary!
What intake are you gonna be running? Ive seen the vargas brothers throw those bully ones on and they are crazy.
