increasing the pitch on the blades will give it more "low end torque" the flatter pitch gives "more top end"

What you need for more speed is more disk area on the main propeller not more pitch on the blades. Back around 2000 I built a hovercraft from SEVTEC plans up in Seattle and we used 5 foot diameter props off of ultralight aircraft and only had to powered it with a 22 hp Briggs & Stratton lawn tractor engine.
