20. The problem is schools were built to code at the time. They didn’t think about the influx of population, and the severity of the weather now with time. I live in south Florida, and the schools are used for shelters. Cinder block and all of that, but they’re old now, and a hurricane a flood or tornado with a summer storm is ripping it off. It’s not just code, it’s code compliance and upkeep in 2020. It gets pricey, and the state (but then federal) pays for repairs, after a distaster, instead of paying for upkeep. Especially in schools, it’s terrifying and heart wrenching.
