Had some guy do that to my family's surburban years ago. Dropped it off with a full tank of gas, 6 hours later it was nearly on empty and smelled of weed. They had him on camera going through the McDonalds drive through.

He didn't cut you off.. he was turning as you pulled into traffic.. no one's fault but he was a bad guy in this situation.

I don't think it's the officers business whether the mechanic is allowed to drive the car or not. That's between the owner and the mechanic.
That's why I've learned to do ALL repairs on my truck. Stuff like that happens more often than not
