24. There's one moment we should maybe think about. The moment Rayshard Brooks fired the tazer. The non-lethal tazer. Let's get inside the cop's head at that exact moment and think for a second. This "perp" is running away, shot a tazer and missed. Now he's running after an unarmed assailant. He could not have been in fear for his life, shooting in self-defense.
    If the officer shot out of personal retaliation, he should be charged with murder.
    If he shot the perp dead because his training kicked in, the department needs to change.
