11. I have 2 possible solutions that are easy, fair and not costly to taxpayers.
    1. Set immigration level so that all environmental goals by the left must be met FIRST. Then we allow immigrants in numbers that we can still meet future environmental goals, that we have schools alreadyin place for, that we have hospitals already in place for, that our water systems, sewer systems, refuse landfills, etc can handle. Of course that would end all immigration forever.
    2. Only allow immigrants to enter AFTER a bond is in place by the immigrant or a financial sponsor to insure they never cost taxpayers anything. That includes if they have kids. I estimate at least 1 million for a highly educated immigrant and about 5 million for the average asylum seekers or illegals we see now.
    We control both by mandatory e-verify for all jobs/medical/banking/etc. Lifetime ban on entry for anyone here illegally no matter the situation. End the abuse of the 14th that gives anchors citizenship by defining "jurisdiction" as the authors of the 14th intended. We can allow for limited work visas under special circumstances such as temporary seasonal ag labor. All other labor shortages would be addressed by offering low income CITIZENS fast tracked education and training.
