It wouldn't be a Sony product if it didn't need a day one update to actually not be fatally flawed in some way.

Did you bother to test it at all before you released it?
Also to add that it is the system server, not really just the System UI.
Looks like more of a Package Manager bug, strange that it would kill and restart the UI.

Is there a way to get root access on the z ultra yet? Thats the only you could uninstall apps… Straight from the file system…

I'd be interested to see if this happens on a rooted Z Ultra GPE when uninstalling with ROM Toolbox, Titanium Backup, etc.
I'd be willing to bet that since they bypass the stock installer, they'd work just fine.
It would be bullshit of app devs who install their apps not from the play store
