The 2 territories of Donetsk and Luhansk in Ukraine, they want to be they're own sovereign nations (just like Ukraine did to Russia) But the Ukraine government won't let them and have been bombing them. This has been going on since 2014, read the Minsk Agreement. Since those 2 terroritories do not have the military capability, they turned to Russia for help, hence the Donbass Agreement recognizing them as sovereign territories. And help defend them.
