23. My uncle was a CO. Where he worked, they had a saying: "a high inmate is a happy inmate." Probably not ethical, but I doubt he would have cared about the drug delivery or good ole Joe's porn operation. He thought the best thing is to keep inmates happy so that the whole place is safer. There's already so many reasons to be angry when you're locked up, so why not cool things down a bit?
