Trump should be able to declare national emergency based on not just a desire and ability for quick actions, but also for the single key reason, that it isn't the responsibility of congress to measure every emergency condition, when some or most such conditions are related to wartime matters, and to sensitive military matter negotiations, which need to be weighed in such top secret, that zero members of congress will ever be informed, as to which way is up, and which is down.
