I see a concrete structure. I see concrete rubble from the collapse. What I don't see in this multi story building is an adequate amount of reinforcing steel rods, called ''rebar'' in the trades. It's well known that concrete has great compression strength but limited tensile (pulling or stretching) strength. Steel rods in the structure provide what the concrete alone lacks. In the photos I see remarkably few rebars sticking out of the portion of the structure that still stands. If there were an adequate amount of rebar, you might've gotten some bad cracking, but no collapse. People could have evacuated. I would be looking hard at the builder and the building inspector. This doesn't pass the smell test
