24. Okay this is like literally so stupid. Being talkative doesn’t mean you’re “under the influence.” It just means you’re outgoing. He was also probably nervous. 25. You can't arrest someone for being quirky and weird

26. The blood test may show THC since he admitted to being a regular smoker. But if the levels don't equate to an impairing amount, then you've arrested and charged an innocent person with DUI. Doesn't seem right.
