Would it have killed him to just come out and say, "We found no evidence of collusion, but throughout the course of my investigation I found a disturbing pattern by the President to attempt to obstruct justice and this must not be ignored. Although I have no power to indict a sitting President, I urge Congress to act on this issue." Plain and simple, stop beating around the bush!

5. Where does the law say that anyone in government office cannot be charged with a crime? Trump can't be charged because there is no evidence. The only evidence is a fake dossier written by a Russian spy who was paid by Hillary Clinton and the DNC. 11. I was disappointed in Mueller's beat-around-the-bush strategy in exclaiming that Trump and others who broke laws could not be indicted by his commission. He had a chance to point-the-finger and tell exactly what the report means. He did not.
    
    Instead he decided to be intellectual with his sideways comments about Trump being guilty of obstructing his investigation and guilty of various crimes, but could not be prosecuted according to 'tradition' of not indicting a squatting president. He should have grown a set of balls and spelled it out — because now Trump's Sheep still do not understand his deductions.
    Mueller's fucking around by not speaking in plain backwoods English does not clear it up for the Lowest Common Denominators!!
